
The University of Antique is honored to welcome 𝐀𝐭𝐭𝐲. 𝐉𝐨𝐬𝐞 𝐏𝐞𝐫𝐩𝐞𝐭𝐮𝐨 𝐌. 𝐋𝐨𝐭𝐢𝐥𝐥𝐚, Dean of the School of Law of Manuel L. Quezon University, as the Commencement Speaker for the 77th Commencement Exercises of the College of Arts and Sciences (CAS), College of Management and Governance (CMG), and College of Teacher Education (CTE) on July 1, 2026.
A native of Sibalom, Antique, he has over three decades of distinguished experience in corporate law, international banking and finance, securities, foreign investments, and infrastructure projects. His expertise spans banking and investment transactions, trade and project finance, securitization, and international trade and shipping. He also imparted his knowledge as a professor of law at esteemed institutions such as San Sebastian College of Law, the University of the Philippines College of Law, and Lyceum of the Philippines.
Atty. Lotilla served in key leadership positions in government including as Undersecretary for Legal Affairs and Undersecretary for Civil Aviation at the Department of Transportation (DOTr). In recognition of his legal expertise, he was rated as sole Band 1 Philippine lawyer for several years by Chambers and Partners and was appointed as a Commercial Law Examiner for the 2022 Bar Examinations.
Through his distinguished career in legal practice, public service, and academia, Atty. Lotilla continues to inspire aspiring lawyers and contribute to the advancement of legal education in the Philippines.
