𝐂𝐚𝐬𝐢𝐧𝐠 𝐉𝐫., 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐨𝐟 𝐭𝐡𝐞 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐄𝐜𝐨𝐧𝐨𝐦𝐲, 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠, 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 (𝐃𝐄𝐏𝐃𝐞𝐯) 𝐑𝐞𝐠𝐢𝐨𝐧 𝐕𝐈, as the Commencement Speaker for the 77th Commencement Exercises of the College of Industrial Technology, College of Criminal Justice Education, College of Computing and Information Sciences, and College of Engineering and Architecture.

A distinguished public servant and development leader, Engr. Casing brings more than two decades of leadership experience in government and industry. His expertise spans infrastructure development, strategic planning, public administration, and governance. Prior to his appointment as Regional Director, he served as Assistant Regional Director of DEPDev Region VI for three years and as City Administrator for twelve years.

In 2025, Engr. Casing was recognized as the Regional Winner of the Presidential Lingkod Bayan Award under the Civil Service Commission’s Honor Awards Program (HAP), one of the government’s highest recognitions for exemplary public service. This distinction reflects his unwavering commitment to excellence, innovation, and dedicated service to the Filipino people.

Today, with his steadfast dedication to public service and nation-building, Engr. Casing continues to lead DEPDev Region VI in advancing an inclusive and sustainable regional development.
