The Department of Science and Technology (DOST) Balik Scientist Program bridges Filipino experts based abroad with local institutions. This was highlighted during the exit report presentation conducted via Zoom on June 22, 2026, marking the successful completion of Dr. Gerard G. Dumancas’ 30-day engagement at the University of Antique.

In her opening remarks, Vice President for Research, Extension and Innovation Dr. Jelyn O. Alentajan thanked DOST and the returning scientists. “Our Balik Scientists are vital to our research progress,” she said. “We value their commitment to help advance our research culture despite their professional engagements overseas.”

Undersecretary for Research and Development Dr. Leah J. Buendia presented Dr. Dumancas’ key activities, which were carefully designed to address existing institutional gaps and raise research standards. He provided guidance in establishing a peer-reviewed university research journal, which will give faculty and students a proper platform to publish their work and contribute to scholarly knowledge. He also mentored the heads and staff of the Kawayan, Kuron, Karan-un kag Kultura centers, helping them improve operations and research direction.

University President Dr. Godelyn G. Hisole noted: “We gather today not merely to conclude the program, but to celebrate a meaningful partnership and its impact. This initiative demonstrates how Filipino expertise gained abroad can strengthen our institutions, empower our researchers, and contribute to national development.”

Dr. Dumancas currently serves as Associate Dean of Research and Professor of Chemistry at North Carolina A&T State University. He obtained his BS Chemistry from UP Visayas, PhD from Oklahoma State University, and completed post doctoral training at the Oklahoma Medical Research Foundation.
